TIMOTHY LANGLEY

CEO & REPRESENTATIVE DIRECTOR

With almost 40 years of experience in Japan Public Affairs, Timothy Langley is the founder and driving force behind Langley Esquire. In addition to a dual J.D./M.S.F.S. from Georgetown University and an L.L.M. from the University of Denver, he earned an L.L.M. from Tohoku University in Japan.

Langley combined his comprehensive understanding of international law with a unique perspective gained from a long career working in and with the Japanese Government. He was the first foreigner to have a full-time job in the Japan National Diet, serving as a Diet secretary under former Foreign Minister Taro Nakayama. Over the years, he stayed in touch with developments in the Diet and with senior politicians from all major parties, making him an unequalled specialist on Japan’s political landscape.

Later on he earned a reputation as a bridge between Japanese and foreign leaders. He was honored to be selected as a political attaché for U.S. presidents and other diplomats during their visits to Japan. However, he is probably best known as an enabler for foreign corporations, having served as General Counsel and Director of Public Affairs for Apple Computer Japan and General Motors Asia-Pacific. Countless companies, from startups to Fortune 100 companies have taken advantage of his experience and expertise to help them navigate challenging aspects of Japan’s political and legal environment.

Originally from Atlanta, Georgia, Timothy is a bilingual, bicultural expert who helps companies to solve problems, avoid difficulties, and negotiate better outcomes with the Japanese Government. In addition to his work as a corporate advisor, he serves on the boards of numerous companies and NPOs and is constantly in demand as a speaker.

Yutaka Matsuzaki Langley Esquire

YUTAKA MATSUZAKI

VICE PRESIDENT

Few people in Tokyo know the inner workings of the Japanese Government as well as Yutaka Matsuzaki.

Prior to joining the Langley team, he worked as Manager of the Public Affairs Business group at Vector, Inc., a position he gained due to his strong background in the national legislature. Serving for almost 20 years in the National Diet, he held a succession of high-profile supporting roles for powerful LDP politicians.

Most notably, he served as Policy Secretary to Rep. Yuriko KOIKE (currently Mayor of Tokyo) when she was still a member of the House of Representatives. Before that, he was Private Secretary to Rep. Okiharu YASUOKA, who twice served as Minister of Justice. Matsuzaki also ran the Government Affairs division of Tokyo Legal Mind KK for eight years.

A graduate of Senshu University, he went on to complete a Master’s Degree in Political Science at Marshall University in the U.S. He is bilingual and holds a license to serve as a Policy Secretary in the National Diet.

Langley Esquire is proud to take advantage of Matsuzaki’s decades of experience in politics, policy formation, and government operations to help our clients better understand and directly influence the national Government.
