Weekly Briefing Synopsis<\/p>\n\n

Takaichi Administration: Dog-Days Quiet, Reshuffle Jockeying, and a Northern Territories Signal<\/strong><\/h3>\n\n

Good day from Katsuyama, in port and reporting deckside. A 5.9 magnitude quake centered in southern Ibaraki shook Tokyo a litle past two o\u2019clock this morning. There was no tsunami and close to no damage. On the water you feel almost nothing, yet the alert arrives at once and you stay on deck watching the horizon. The dog days of summer are here. With Obon is just behind us, traffic is light, and the yen barely moved. The Prime Minister stayed inside the Kantei. Japanese politics, however, is not entirely still. Under its first female prime minister, Sanae Takaichi, the quiet is tactical. Realignment is already under way.<\/p>\n\n

Next week ends August. September brings the cabinet reshuffle and the run-up to an extraordinary Diet session now expected in October. The week just past locked in the contours of that contest: Aso\u2019s residual power, Takaichi\u2019s desire for freer hands, the price of Ishin support, opposition fragmentation, and a fiscal package that cuts revenue while raising spending. Outside, Russia staged a deliberate signal on the Northern Territories and North Korea issued fresh threats. The map continues to shift even while Tokyo sleeps.<\/p>\n\n

Quiet Week, Active Realignment<\/strong><\/h3>\n\n

The Prime Minister drew mild criticism for remaining domestic through Obon and for a social-media post about her own work habits. A comparative schedule showed fewer external visitors and fewer constituency-facing hours than under Ishiba or Kishida. She is known for an insular style, keeping a tight circle and doing no back-slaps. That approach delivered a clean legislative record in the spring. It is less useful when the party itself must be managed.<\/p>\n\n

Taro Aso remains LDP Vice President and still leads the largest faction. His brother-in-law holds the secretary-general post. Together they control the two most powerful party offices. Takaichi has made clear she wants a secretary-general of her own choosing. If she takes that seat, Aso will demand compensation, which is quite possibly Defense. Defense Minister Shinjiro Koizumi remains a figure to watch. He finished ahead of Takaichi in the first round of last year\u2019s presidential race. She then defeated him and gave him the defense portfolio. Whether she keeps him, moves him, or sidelines him will shape the next leadership contest. Yoshimasa Hayashi has already signaled readiness to leave a choice cabinet seat, freeing himself to critique from outside. Takayuki Kobayashi continues to build the ministerial r\u00e9sum\u00e9 that eventually qualifies a candidate for the top job.<\/p>\n\n

Nippon Ishin no Kai wants formal alignment certified by a cabinet seat and ancillary posts. In return it insists on a firm date for the promised 10 percent cut in Lower House seats. Even with full LDP and Ishin support the government still lacks four votes in the Upper House. That arithmetic remains unsolved. On the opposition side the Constitutional Democratic Party and smaller groups are trying to unify their Upper House caucuses. Progress is slow. A handful of defectors have formed a small \u201cguerrilla\u201d grouping around defense of Article 9. They hope to attract more. If they succeed they will further complicate any three-party consolidation.<\/p>\n\n

Consumption Tax and the Fiscal Squeeze<\/strong><\/h3>\n\n

The first major fight of the autumn will be the consumption-tax cut on foodstuffs. The circulating plan would drop the rate from 8 percent to 1 percent for two years beginning April 2027, followed by a refundable credit for lower-income households when the rate returns. The bureaucracy is still designing the distribution rules. At the same time every ministry is preparing budget requests under a raised ceiling for \u201cstrong and prosperous Japan\u201d items. The aggregate is expected to exceed 130 trillion yen for the first time. Defense is looking at 8.9 trillion and could approach 10 trillion once the new security documents are fully reflected. Debt-servicing costs alone are projected at a record 36.6 trillion. Revenue falls while outlays rise. That arithmetic explains both Yuichiro Tamaki\u2019s public irritation and the pointed fiscal-responsibility comments now coming from inside the LDP.<\/p>\n\n

External Signals: Russia, North Korea, and India<\/strong><\/h3>\n\n

Vladimir Putin paid a low-key visit to a canning factory on Etorofu, one of the Northern Territories islands. The message was deliberate. The Foreign Ministry summoned the Russian ambassador; Moscow reciprocated days later with a cooler reception for Japan\u2019s ambassador. Russian forces then conducted live-fire exercises, launching missiles from submarines, destroyers, and land batteries into the Sea of Japan\u2014outside Japan\u2019s exclusive economic zone, yet close enough to register. North Korea\u2019s leadership issued fresh warnings against Japan\u2019s military expansion. Almost simultaneously President Trump suggested scaling back the large annual U.S.\u2013South Korea exercises, framing the gesture as a possible opening toward Pyongyang. Tokyo watched both moves closely.<\/p>\n\n

Defense Minister Koizumi spent the week in India. Two F-2 fighters accompanied the visit\u2014the first physical deployment of the type for bilateral maneuvers there. Joint statements were warm. The underlying relationship remains difficult. India seeks Japanese capital and manufacturing capacity while preferring to keep value-added production at home. Japan wants reciprocal purchases and smoother business practices. The cultural and commercial distance is still large even though both sit in the Quad. Foreign Minister Motegi made his first post-Iran-conflict trip to Saudi Arabia. The Prime Minister held her first call with the new British prime minister; both sides reaffirmed cooperation on Euro-Atlantic and Indo-Pacific security, North Korea, and Ukraine.<\/p>\n\n

Separately, the United States imposed sanctions on International Criminal Court President Tomoko Akane after the court pursued arrest warrants for Israeli Prime Minister Netanyahu. Akane is a Japanese national. The Prime Minister\u2019s public response was measured; the Foreign Ministry\u2019s statement was somewhat firmer. Critics called the government\u2019s tone soft. The episode illustrates the careful calibration Tokyo is applying to every friction point with the Trump administration.<\/p>\n\n

Economy Beneath the Surface<\/strong><\/h3>\n\n

July exports rose 23.2 percent\u2014the strongest monthly growth since October 2022. Semiconductor manufacturing equipment and automobiles led. Imports rose faster, producing a 364 billion yen deficit for the month, roughly 7 percent of the entire annual defense budget. Oil imports from the United States now account for 36 percent of Japan\u2019s volume. Tourism finally turned fractionally positive, driven by Korea and Taiwan; Chinese visitors remained down more than 50 percent for the eighth consecutive month. Core inflation continues to hover near the Bank of Japan\u2019s 2 percent target, still restrained by energy subsidies scheduled to expire shortly. The next BOJ meeting is mid-September. The yen closed the week near 159 after earlier joint intervention had pulled it back from the mid-160s. Movement has been listless. Both US and Japan\u2019s finance ministries stand ready to act again if volatility returns.<\/p>\n\n

Historical Frame<\/strong><\/h3>\n\n

In July 1858 Townsend Harris signed the commercial treaty that opened five ports and stripped Japan of tariff autonomy. Two and a half centuries earlier William Adams, the English pilot who became Miura Anjin, had washed ashore and helped the early Tokugawa bakufu understand Western naval technology (portrayed as pilot Blackthorne in the novel \u2018Shogun\u2019). A generation after Harris, J.Manjiro \u2013 the first Japanese to leave and then return to Japan (and live to tell about it!) \u2013 returned from years in Massachusetts with the first ever, first-hand knowledge of America and served as translator during the opening: the bakufu collapsed less than a decade later. The same ebb and flow is visible today. The Japan many of us first encountered is already different from the Japan taking shape under PM Takaichi. She did not create this tectonic change, she is a victim of it as we all are. The forces at work \u2013 military exposure, American strategic recalibration, demographic pressure, Iran, N.Korea, Russia, the search for fiscal room \u2013 are larger than any single administration. Perspective is hard while one is still inside the current. And it is flowing briskly.<\/p>\n\n
