Weekly Briefing Synopsis<\/p>\n\n

Takaichi Administration: War Anniversary Restraint, Tax-Cut Arithmetic, and a Northern Territories Signal<\/strong><\/h3>\n\n

Good day from Katsuyama. I remain in port not only for boat maintenance but typhoons have stretched into the Obon season and closed the weather window. I had planned journeying throughout the farther Izu island chain this week but, alas, am in port. So the weather is acting up but Japanese politics is acting up too.\u00a0<\/p>\n\n

Yesterday was the 81st anniversary of the Emperor\u2019s radio broadcast accepting the Potsdam terms. That single broadcast closed the most destructive war in history and opened the geopolitical contest that still frames every issue we discuss. Those events transformed Japan. Under its first female prime minister, Sanae Takaichi, another transformation is well under way.<\/p>\n\n

The Meteorological Agency has formalized the term \u201ckoku-shobi\u201d (extreme heat) into official newscasts. 2026 is on track to be the hottest year on record. Typhoon season has lingered into Obon. Coral is bleaching in the south. Fish stocks are shifting or collapsing and coastal economies feel it. Energy demand is rising. These pressures reach household budgets and the taxes and votes that sustain Nagatach\u014d. They form the backdrop to this week\u2019s political drama.<\/p>\n\n

The Prime Minister stayed firmly domestic: she canceled the traditional summer overseas travel that most recent predecessors used between Diet sessions. Ms. Takaichi chaired further meetings of the emergency headquarters on the Kumamoto earthquake response and spent substantial time on recovery. She held telephone summits with the leaders of Oman and Iran. She acknowledged from 800 meters away, though did not quite physically step onto, Yasukuni yesterday. Looking ahead, she will probably remain domestic through the rest of the summer recess, with the possible exception of the UN General Assembly in late September. Defense Minister Koizumi, by contrast, leaves tomorrow for India and Australia. He and others DID visit Yasukuni following her \u201cokay\u201d.<\/p>\n\n

Yasukuni Calculation<\/strong><\/h3>\n\n

The Prime Minister attended the Budokan memorial ceremony yesterday. The Budokan is a mere stone\u2019s throw from the towering torii of Yasukuni Shrine. At the Budokan, with the Emperor in attendance with hundreds more, Ms. Takaichi delivered a speech and sent a personal cash offering to Yasukuni as LDP president. After leaving the hall she performed a Shinto bow toward the shrine from the parking area, across a narrow moat, in full view. She did not enter the shrine itself. Four cabinet ministers did: Defense Minister Koizumi, the Northern Territories Minister, the Economic and Fiscal Policy Minister, and Economic Security Minister Onoda. Senior LDP executives also went and delivered the Prime Minister\u2019s offering. It is the first time in six years that as many as four ministers have visited on the anniversary. This is noteworthy. Her restraint is, too.<\/p>\n\n

China of course protested. The Prime Minister\u2019s muted action was deliberate. Explaining the reasoning, she indicated it would be unwise to exacerbate tensions with China and Russia at this particular moment. Observers noted the contrast with President Putin\u2019s visit to Etorofu three days earlier. She is walking a fine line: conserving political capital with the conservative base while managing diplomatic costs with Beijing and Seoul. South Korea relations remain in constant flux and require continuous fine-tuning. Joint US-ROK drills start tomorrow in Japan\u2019s region.<\/p>\n\n

Consumption Tax and the Coalition Ledger<\/strong><\/h3>\n\n

The temporary cut in the consumption tax on foodstuffs from 8 percent to 1 percent cleared the LDP\u2019s Somukai and received Cabinet approval the following day. It is now ready for committee once the Diet returns. The extraordinary session will probably take place in late September or early October. The two-year revenue hole is ~10 trillion yen. The Prime Minister has ruled out simple deficit financing. She insists the rate will return to 8 percent after two years. How the gap will actually be filled remains unresolved.<\/p>\n\n

Democratic Party for the People leader Yuichiro Tamaki has already drawn a hard battle line against the measure. With formal coalition arithmetic tight, the administration is now even more dependent on Ishin\u2019s four Upper House votes, still short of a clean majority. Inside the LDP, the Somukai vote was formally unanimous, yet nine members were absent. That is a quiet signal of residual unease. Approximately a third of the roughly thirty senior figures who should have attended stayed away.<\/p>\n\n

A cabinet reshuffle is expected but the date has slipped. The relationship with Taro Aso remains under strain. Aso\u2019s brother-in-law holds the secretary-general post, the highest position below the president and vice president. Aso retains the only organized faction. The Prime Minister deferred to that architecture through the ordinary session. Now she appears ready to place more of her own people. When the reshuffle comes it will send clear signals. Meanwhile Ishin is already pressing for cabinet, vice-minister and committee seats. There is never a day of rest in Nagatach\u014d.<\/p>\n\n

Yen After the Joint Intervention<\/strong><\/h3>\n\n

The yen closed the week near 159.30. That is next to the psychologically important 160 level that once triggered market excitement. The joint U.S.\u2013Japan intervention roughly two weeks earlier was the first coordinated action since 2011 and the first bilateral intervention since 1998. Both governments framed it as countering disorderly movement and demonstrating alliance strength. An unusual element was the apparent U.S. use of euro-denominated assets rather than dollars to purchase yen\u2026 another signal for those reading the tea-leaves.<\/p>\n\n

The yen has still not staged a decisive recovery. Finance Minister Katayama has warned that both governments will act again quickly and without hesitation if needed. Bank of Japan Governor Ueda is on schedule to meet Treasury Secretary Bessent later this month. Market pricing for September will take place toward the end of this month and is likely to show adjustment. Intervention is best understood as one of the tectonic shifts now visible almost daily, alongside defense industrialization, intelligence architecture, and dual-use cooperation with Australia and India. Everything, it seems, is in play.<\/p>\n\n

Overall inflation remains sticky. Real wages and consumption continue to struggle. The government has framed the tax cut on foodstuffs as temporary household relief. Trade flows remain sensitive to the yen and to the evolving U.S. tariff environment. Climate-driven pressures on fisheries and energy demand are already visible in household budgets. The funding puzzle for the tax cut and the larger Honebuto industrial package will dominate the autumn budget process.<\/p>\n\n

Okinawa and the Base Question<\/strong><\/h3>\n\n

The Okinawa gubernatorial election is one month away, September 13th. Incumbent Denny Tamaki seeks a third term. He was once an LDP Diet member before running for governor (but distinctly anti-LDP at this point). The LDP-backed candidate is a former Naha mayor. Both campaigns are emphasizing medical care and social welfare. The Futenma relocation issue has lost some of its earlier intensity. The population has grown around the base; the move to a less populated site has not materialized yet. At the same time the bases function as a significant engine of growth and revenue for the prefecture. It is a classic damned-if-you-do, damned-if-you-don\u2019t dilemma. For anti-base and anti-LDP voters it remains a potent mobilizer. Not just because I grew-up on Okinawa, but because of the implications of this election and the criticality of the base issue, we are watching this closely.<\/p>\n\n

Northern Territories and Putin\u2019s Visit<\/strong><\/h3>\n\n

President Putin made his first presidential visit to Etorofu, one of the four Northern Territories islands. The stop was largely ceremonial, at a fish-processing plant, yet the timing and symbolism were unmistakable. It landed as a slap and a wag of the finger. Japan has provided well over 15 billion dollars in humanitarian and non-lethal support to Ukraine since 2022 and ranks among the largest non-European donors. From Moscow\u2019s perspective this is material support for a country it is fighting. The visit can be read as a low-cost demonstration that sanctions and Ukraine aid tend to guarantee no territorial flexibility. In fact ensure the opposite.<\/p>\n\n

The Prime Minister responded by reiterating that the islands are inherent Japanese territory under illegal occupation and will eventually return to the fold. The Russian ambassador was summoned, the Foreign Ministry complained. The contrast with Takaichi\u2019s own restraint at Yasukuni was noted. Abe spent enormous political capital on the issue \u2014 27 one-on-one meetings with Putin, the 2018 Singapore agreement, even the gift of two puppies. Takaichi as his prot\u00e9g\u00e9 is anything if not more hawkish. The energy in Tokyo is less about finding a near-term solution and more about waiting for a different strategic environment.<\/p>\n\n

Russia views any return of the islands as opening the door to U.S. military presence closer to Sakhalin and the Russian Far East, and as a loss of control over important maritime routes. That calculation has not changed.<\/p>\n\n

Defense Posture Advances<\/strong><\/h3>\n\n

Defense Minister Shinjiro Koizumi leaves tomorrow for India and Australia. The first deployment of Japanese F-2 fighters to India is to happen this month\u2014another concrete step in operational cooperation. Remember, Koizumi was a candidate for the premiership. After Takaichi defeated him she placed him in the cabinet. He has exceeded expectations and is using the post to burnish his image. This is another thing to watch develop.<\/p>\n\n

Trilateral integrated air and missile defense work among Japan, Australia and the United States is moving from concept to practical cooperation. Defense Ministers are focused on network architecture and bespoke data-sharing arrangements. Trilateral live-fire demonstrations are on schedule for Exercise Talisman Sabre in 2027. The driver is the shared perception of China\u2019s missile, UAV, submarine and bomber arsenal. Moving from bilateral to truly trilateral operational planning is harder than it sounds. Global shortages of interceptors and precision missiles, limited industrial capacity, incomplete supply-chain integration and rapid technological change all constrain the pace. But a workaround is in process.<\/p>\n\n

North Korea conducted two ballistic missile tests from the Wonsan area within the last week. The second flew about 700 kilometers into the Sea of Japan. State media remained largely silent, an indication that something else may be under way. In related news, Ukrainian intelligence reports that a North Korean ballistic-missile unit of approximately 90 people, plus several missile batteries, is preparing for deployment to support of Russian forces. This is in addition to thousands of North Korean soldiers who have already been sent for training, gaining combat experience at a cost. Japan and its partners are watching the lessons that both sides are learning in real time. It is not a comfortable development.<\/p>\n\n

The United States and South Korea begin their Freedom Shield exercise tomorrow. A 41-nation statement on ballistic-missile launches has also appeared, urging advance warning to neighbors. This is something North Korea\u2019s recent tests did not provide. Japan is moving at a brisk pace on defense industrial capacity and operational cooperation. Article 9 is still referenced, yet the practical trajectory is clear.<\/p>\n\n
