The cliffs rise straight out of the water here, and the harbor itself is the collapsed crater of an old volcano. I arrived last night and will head back to my home port after this briefing. Friday’s early-warning alert, initially a magnitude 9.9 and the highest the system can send, turned out to be a mislocated 6.9 near the Kurils. It was withdrawn within minutes, yet it still stopped some Tokaido Shinkansen runs and reminded everyone that the Japan Trench scenario remains the one to watch.

The Cabinet Under Fire

On Wednesday, Kazuo Yana became the first minister to leave under PM Takaichi. He had said he would stay, then met her that night and resigned to avoid further disruption to the Diet. Both sides called it voluntary. She did not fire him, and he said he left on his own. Once the door opened, Nagatachō saw the result as inevitable. The opposition has already moved on from Yana himself. The heat is now on her judgment in her selection and the vetting process.

On Thursday she named Arata Takebe, a sixth-term LDP member from Hokkaido, former senior vice minister of agriculture, and son of the late Tsutomu Takebe. Attestation followed the same day. He is viewed as competent and ready to start, though he does not share the same personal proximity that Yana had with the prime minister. That proximity was never enough to save the outgoing minister once the bills she wants became the priority.

A second cabinet problem landed Friday: Shukan Gendai published alleged audio from a 2010 conversation in which Hiroshi Nakatsuka, the Ishin minister of state for regulatory reform and the first Ishin cabinet minister, appears to acknowledge receiving portions of Obayashi-related funds and ongoing unreported money while he was mayor of Hirakata. He was previously convicted only of bid-rigging through a suspended sentence and has long called that a miscarriage of justice. He denies bribery. If the audio holds, it undercuts Ishin’s choice of its first cabinet face and puts the same appointment judgment under a second light. Two ministers, two different problems, the same process. PM Takaichi is not going to resign, and there will be no no-confidence motion. The extraordinary session will continue, yet it will be a little rumbly.

Diet Arithmetic and the Food-Tax Bill

The parties agreed that consumption-tax deliberations open today in the House of Representatives plenary. The government still has no Upper House majority. The bill can pass the Lower House, where the LDP holds a supermajority, and then face the Upper House. If the Upper House rejects it, the Lower House can override after sixty days with a supermajority. Today is the 19th and the session is to end December 12. Using the sixty-day rule would require quick action and would almost certainly force an extension of the sixty-nine-day extraordinary session.

The forty-five-seat proportional cut promised to Ishin continues to face resistance inside the LDP. Secretary-General Shunichi Suzuki floated thirty-one seats as more reasonable, then had to walk it back. Even with Ishin’s nineteen Upper House seats the coalition is short of the twenty-four it needs if every LDP member holds. Kokumin Minshu’s twenty-five would close the gap more cleanly, which is the tension Aso has pointed to from the start. Komeito, under its new leader Mitsunari Okamoto, is positioning itself as a rallying point for policy realignment while not quite ruling out a return to the coalition. The three-way electoral arrangement has collapsed, and Komeito will field its own candidates in next year’s local elections.

The tax bill itself takes the food rate from 8 percent to 1 percent for two years starting April 2027. Voices still call for zero, and there will be subsidies and direct payments to cushion the gap. The Democratic Party for the People prefers direct payments and argues that the snap-back to 8 percent after two years will be a gut punch to the middle class it claims to represent. Deliberations run Monday through Wednesday this week. I expect it to move quickly.

Foreign Residents and the March Deadline

Foreign residents reached a record 4.28 million at the end of June, or 3.48 percent of the population, up 3.8 percent since December. Chinese nationals remain the largest group at roughly 941,000, followed by Vietnamese, South Koreans, and then Myanmar and Indonesian residents as the fastest-growing. Permanent residents are the largest status category. Business-manager visa issuance has dropped sharply since last year’s capital requirements became stricter. PM Takaichi has committed to finalizing the basic policy on accepting foreign residents by the end of March, alongside a population strategy that assumes the birth-rate decline continues. The numbers do not yet close the labor gap, and the political question is how far the door stays open without looking like it has been opened only for some.

Security Around the Periphery

A Hokkaido Shimbun correspondent, Yuki Imai, was detained in Sakhalin, flown to Moscow, and ordered held for two months under espionage charges. The FSB claims he collected defense-related information for Japanese intelligence. The Foreign Ministry summoned the Russian ambassador and protested. The newspaper and the government have rejected the allegations. He is a known reporter on Sakhalin and the Northern Territories issues. The timing, coming just as a Chinese provincial delegation visited one of the islands at the invitation of the Sakhalin regional government to look at tourism and aquaculture, has the feel of a coordinated message.

On the southern side, the Chinese aircraft carrier Liaoning and its escorts conducted flight operations about 250 kilometers south of Ishigaki after passing between Okinawa and Miyako. Japan scrambled fighters and sent a destroyer and patrol aircraft. Defense Minister Koizumi said the episode shows the Self-Defense Forces have limited Pacific-side surveillance capacity and called for strengthening it with urgency. The claim that a kinetic move on Taiwan would be an existential threat to Japan is beginning to acquire a practical edge.

Elsewhere, the long-delayed four-lane bridge linking China and North Korea opened after twelve years unused. North Korea test-fired two types of submarine-launched strategic cruise missiles on the 14th, apparently from its 3,000-ton-class nuclear-capable submarine. Foreign Minister Motegi handled the Sakhalin case and answered questions on possible emergency exceptions to the three non-nuclear principles, including nuclear submarines Japan is considering. PM Takaichi said on Friday she intends to join the APEC summit in China on 18–19 November if the Diet calendar allows. President Trump is to be there as well, with a possible side trip to North Korea still in planning.

The Yen, Wages, and the Chip Pledge

The yen stayed flat near 158 through the week, thankfully short of the 160 tripwire. Bank of Japan Governor Ueda, speaking in Bangkok, said underlying inflation is close to 2 percent and the bank cannot tolerate it going higher, while stressing the need to watch the impact of earlier hikes and the difficulty of pinning a neutral rate. Board members have been more hawkish, yet markets still price a low chance of a hike at the end of October. Two weeks ago a move before year-end looked more likely. It no longer looks like this month.

Rengo is already promoting a 5 percent wage increase and 6 percent for smaller firms ahead of next spring’s Shunto. Agricultural policy continuity under the new minister will be under watch as the tax cut begins to affect take-home pay, particularly for workers in small and medium companies. What Ueda said in Bangkok and how he follows through will matter as much as the tax bill’s path over the next two weeks.

Japan announced up to $21 billion for two GlobalFoundries 300-millimeter fabs in New York State, jointly owned by U.S. and Japanese interests and run by GlobalFoundries. Production at the first is targeted for 2029. This is the largest single Japanese capital commitment yet under the $550 billion investment framework agreed with the Trump administration, and the first Japanese fab presence in the United States under that pledge.

Historical Frame: Yasukuni

Yasukuni’s three-day autumn festival opened Saturday and runs through tomorrow. The shrine was established by the Meiji Emperor in 1869 and renamed ten years later. It enshrines roughly 2.4 million people who died in the service of Japan from the Boshin War onward. The name means pacifying the nation. In 1978 it enshrined fourteen Class-A war criminals, and that changed the texture for good. China and South Korea now treat any official gesture as evidence of remilitarization. On Saturday PM Takaichi sent a masakaki offering in her capacity as prime minister but did not visit. Growth-strategy minister Kiuchi did visit, and others from the cabinet sent offerings. The last sitting prime minister to visit was Shinzo Abe in 2013. The gesture of refraining is the continuing tension between domestic conservative expectations and the diplomatic cost with China.

Q&A Highlights

Beyond verbal protest, what can Tokyo actually do about the Chinese delegation on the Northern Territories?

Is any economic investment with Russia on the islands a bridge too far, or still conceivable once the spy case cools?

Will the food-tax cut clear the Upper House without a majority, and will the sixty-day override be used before December 12?

Does the Nakatsuka audio end Ishin’s first cabinet seat this week, or does he survive?

Can the yen hold near 158 without intervention while the BOJ watches inflation and Rengo sets its Shunto demand?

In Closing

Yana’s departure and the Nakatsuka audio together put PM Takaichi’s appointment judgment in an uncomfortable light. Ishin’s internal choice of its first cabinet minister is now under the same questioning. The consumption-tax debate opens without a secured Upper House majority, while the Sakhalin detention, the carrier operations, the new China–North Korea bridge, and the submarine-launched missiles form one week’s illustration of the security environment the revised national-security documents must address.

Next briefing is Sunday, October 25, at 8:20 a.m. JST.

Share the briefings if you find them useful and visit www.LangleyEsquire.com to learn how we can help your organization with government relations services and independent analysis of Japanese policies, politics, diplomacy, and economics.

— Timothy Langley

Are you familiar with “Tokyo on Fire”?
