I am reporting from the tip of the Yokohama Peninsula, parked next to Umi-no-Eki in the small fishing port of Misaki. Five weeks of solid rain finally broke. Yesterday was beautiful, and I sailed over from Chiba. Tomorrow is Sports Day, a national holiday, so the three-day weekend is welcome after September’s weather. Typhoons are still circulating. The waves farther out are too big to risk, but this one should pass soon enough.

The Extraordinary Diet session opened on Monday. We spent last week looking at what was coming; this week it started. The first days are always the policy speech, the Emperor’s opening, and then the questioning. That is where we are.

Extraordinary Session Opens

The session runs 69 days, through 12 December. There are 26 bills and a treaty on the schedule. The cabinet has already approved the less contentious of the two big items: the cut in the consumption tax on food from 8 percent to 1 percent, plus some subsidiary funding for people lower down the income scale. That bill is now open for debate for the rest of the session.

The more contentious piece is the reduction of 45 seats in the Lower House, roughly 10 percent. That was a commitment PM Takaichi made to Ishin to bring them into the coalition and help cover the gap in the Upper House, where the LDP still lacks 24 seats. In the Lower House, on the contrary, the LDP has a supermajority. A Bill still has to pass both houses, and forcing it through against Upper House resistance is politically costly. Ishin wants the 45-seat cut commitment lived-up-to THIS session.

The Farm Minister Problem

Most of the questioning this week has been spent on Agriculture Minister Kazuo Yana. In May, at an LDP branch meeting in Tochigi, he told supporters that the fiscal 2026 road budgets of two municipalities in his district—Nasukarasuyama City and Nakagawa Town—had been cut because their mayors backed his opponent. He lost the single-seat district yet was rescued since his name was also on the LDP proportional list. The actual allocations later fell by roughly the amounts he described.

He retracted the remarks about five days ago, called them inappropriate, and apologized. He denied lobbying the land and infrastructure ministry and refused to resign. PM Takaichi has repeatedly said she supports him, wants his agricultural expertise, and expects him to explain fully. Opposition leaders, including DPFP Tamaki and CDP Tanabu, have pressed her in both houses. It is a tempest in a teapot on the budget language alone, but Bunshun has now added a separate allegation: that he used a shuttle bus to ferry supporters from a parking lot to a convention center. Under the election law that can count as providing something of value, closer to the campaign-office violation Kimi Onoda faced than a simple gaffe.

Yana is a former Abe faction member who received money in the slush-fund scandal and disclosed it as a condition of staying in the Diet. The core of the current cabinet—Katayama, Koizumi, Motegi, and the others—were from the previous cabinet. The new faces are where the opposition is probing. Defending him is already consuming time PM Takaichi needs for the 26 Bills.

Under the Blankets: Aso, Suzuki, and the Seat Cut

The seat-cut fight is also internal: LDP Secretary General Shunichi Suzuki, Taro Aso’s brother-in-law, said a reduction of 31 seats better reflected population decline, then retracted the remark after the reaction. Deputy Secretary General Koichi Hagiuda followed up by saying 31 still sounded better. Ishin has answered that the agreement was 45, that 31 does not hurt their opponents the same way, and that they expect the commitment to be kept.

This is the Aso–Takaichi tension playing out through surrogates. Aso has long preferred Yuichiro Tamaki’s Democratic Party For the People over Ishin due to the Upper House numbers. Tamaki’s DPFP has more than enough seats to clear the 24-seat gap cleanly. Aso’s argument is that the Ishin choice already carried a failure inside it. Takaichi’s answer is that she is prime minister, she made the choice, and Aso already has the vice-presidency and his brother-in-law as secretary general. Bunshun’s piece this week on roughly ¥80 million in political funds over 14 years linked to a long-standing associate of Aso’s does not help him, even if it is not the front-line fight. Interesting timing, though.

Formal factions are gone, but the LDP is restarting weekly lunches, and the old groups still meet. Hayashi declined a cabinet seat so he can travel the 47 prefectures and burnish a national profile for the LDP presidency election next September. The residual expectations of the old system are still there while the Upper House minority remains a daily management problem.

Yen, Bangkok, and Household Relief

The yen closed Friday at 158.29. Volatility has quieted since September. Finance Minister Satsuki Katayama and Treasury Secretary Scott Bessent will not be at the IMF and World Bank meetings in Bangkok this week, removing the highest-level channel that has been active since the July joint intervention. Bank of Japan Governor Kazuo Ueda is speaking and will take questions. The board is still expected to move another 25 basis points before year-end, absent a shock. The pair stays sensitive to the tone of that meeting and whether Washington and Tokyo can reaffirm the strong-yen line without the principals in the room.

The September Tankan showed solid investment plans in machinery and people. The food-tax cut is sold as household relief while the weaker yen helps exporters and inflation is still being passed through. The hole is still roughly ¥10 trillion over two years. After that, does the rate snap back to 8 percent? That is the question Tamaki is building his middle-class story around. There was also criticism in the Diet this week that the prime minister’s public-promotion budget has risen tenfold. The storyline and the substance are being watched together.

Taiwan Gray Zone and the Okinawa Incident

Taiwan marked its National Day last week while Chinese gray-zone activity continued. China Coast Guard cutters have been operating regularly off Taiwan’s east coast, an area that previously saw lower tempo. In mid-August, Taiwan’s Apex Aviation recorded the first known sighting of a Chinese maritime militia vessel joining a fishing fleet within 30 nautical miles of the east coast. Daily detections of PLA aircraft and naval vessels continue, with median-line crossings. Japan’s Foreign Ministry noted that a Chinese statement referred to PM Takaichi by name alone, without title—a measured diplomatic signal that was ill-received.

The timing on Okinawa could not be worse. A 20-year-old U.S. Marine, Lance Corporal Devin Jacob Ballard, stationed at Futenma, was arrested on suspicion of strangling and robbing a 39-year-old Okinawan woman, Anna Yagi, in a Naha hotel room. Bases are now in lockdown; the working expectation is roughly 90 days. Governor Genta Koja, the first LDP-backed governor in twelve years and the first born after reversion, has had to take the hot seat and call for better discipline and training. There are already calls to revisit the Status of Forces Agreement. These incidents have happened before. A murder at the start of a new governorship and a new session is different.

A Bright Note

Condé Nast Traveler’s Readers’ Choice Awards named Japan the world’s most attractive country for the fourth consecutive year, with a score of 95.52. Italy was second. Tokyo ranked second among large cities, and Haneda placed sixth among airports. After a week of scandals and an Okinawa incident, the ranking is a reminder that the place still draws people.

Today in History

Sports Day tomorrow commemorates the opening of the 1964 Tokyo Olympics on 10 October. The holiday was originally fixed on that date as Taiiku no Hi and later moved to the second Monday in October under the Happy Monday system; the name changed to Sports Day in 2020. The three-day weekend is the practical result. On the security side, the 10.10 air raid of 1944 on Okinawa is still within living memory of the generation that shaped the prefecture’s postwar politics. Both the holiday and the air-raid anniversary sit in the background while a new governor deals with a U.S. Marine case and Tokyo manages coalition arithmetic.

In Closing

We are entering the second year of the Takaichi administration. Cabinet support has settled in the mid-40s, down from the mid-60s when she started. She is trying to lock in a post-settlement of responsible fiscal expansion that is not reflationary, a temporary food-tax cut, electoral reform with Ishin, and continuity on security, while residual factional expectations and extreme public sensitivity to money scandals remain. The Yana episode, the seat-cut tension, the tax-funding debate, and the Okinawa incident all show the same friction: moving the system while the old norms of careful Diet handling and scandal avoidance are still intact.

If Yana resigns, it releases some pressure and opens the next target. There are at least two other ministers of questionable caliber. The next two weeks should clarify whether she can keep the coalition arithmetic and the legislative calendar on track. Next briefing is 18 October, 8:20 a.m. JST.

Share the briefings if you find them useful, and visit Langley Esquire to learn how we can help your organization in Japan with government relations services and independent analysis of Japanese policies, politics, diplomacy, and economics.

Are you familiar with “Tokyo on Fire”?
