Good morning from a fiercely hot Tokyo. Five and a half years into these Sunday conversations, it still feels like a privilege to sit with you each week and make sense of the week\u2019s political currents together. The rainy season finally ended, the furnace switched back on, and the ordinary Diet session closed under high drama. What follows is the story of that closing\u2014and of the costs, the openings, and the questions it leaves behind.<\/p>\n\n\n\n

Takaichi Administration<\/strong><\/h3>\n\n\n\n

Prime Minister Sanae Takaichi\u2019s administration closed the ordinary Diet session on Friday after a high-stakes extension. It secured passage of the Osaka secondary capital bill and a clean sweep of all 64 government bills. This is the first such outcome since 2022. The breakthrough came in the final hours on a narrow 123\u2013121 Upper House vote, aided by independents and Team Mirai.<\/p>\n\n\n\n

Yet the political price was real. The three-hour Budget Committee hearing on the smear campaign controversy was postponed to Monday, allowing the session to end without the full grilling. Cabinet approval has slipped further. A Mainichi survey puts support at 41 percent, down a full 10 points. The week also saw the formal launch of the National Intelligence Bureau, cabinet approval of the new Honebuto fiscal and growth strategy, continued yen weakness near 164, and a hardening line on permanent residency.<\/p>\n\n\n\n

Diet Session Close and the Osaka Secondary Capital<\/strong><\/h3>\n\n\n\n

The ordinary session, constitutionally limited to 150 days, was extended and ultimately wrapped on Friday rather than Saturday. Opposition delay tactics in the Upper House Local Areas Committee nearly derailed the auxiliary capital bill. A compromise finally barred the Osaka reorganization referendum from being held on the same day as next year\u2019s unified local elections. Ishin accepted that language. The vote still required two independent votes beyond the coalition-plus-Mirai arithmetic.<\/p>\n\n\n\n

All 64 bills proposed when the Diet opened in January passed. This is a significant administrative achievement. Critics nevertheless call the management style heavy-handed. The Prime Minister spent only about 30 hours in intensive budget committee discussions, far less than Ishiba\u2019s roughly 90 hours last year or Kishida\u2019s 74 the year before. The postponed Monday hearing means the cameras will still train on her responses to the ever-evolving smear allegations and where her earlier accounts have shifted.<\/p>\n\n\n\n

Coalition Tensions, Approval Dip, and Internal Dynamics<\/strong><\/h3>\n\n\n\n

Ishin continues to press for a cabinet seat. It argues that it delivered key votes without formal coalition status and without receiving a portfolio. Distrust lingers after the original framework of roughly ten commitments.<\/p>\n\n\n\n

Democratic Party for the People leader Yuichiro Tamaki is positioning himself and his party as the more reliable partner, noting that it holds more Upper House seats than Ishin. Taro Aso\u2019s camp and others have echoed a preference for that alternative.<\/p>\n\n\n\n

The 41 percent approval figure reflects perceptions of strained Diet management and residual fallout from the smear controversy. The Prime Minister is already considering a cabinet and LDP leadership reshuffle during the recess to embed her own stamp. Aso\u2019s influence remains a constraint: his brother-in-law continues as LDP Secretary General.<\/p>\n\n\n\n

Opposition efforts to forge a Centrist Reform Alliance between the Constitutional Democratic Party and Komeito elements face chapter-level resistance. Some local organizations prefer to remain separate. That friction could leave Tamaki\u2019s party as the largest opposition force when the next session opens.<\/p>\n\n\n\n

Fiscal and Economic Reset: Honebuto and the Yen<\/strong><\/h3>\n\n\n\n

On 21 July the cabinet approved the Basic Policy on Economic and Fiscal Management and Reform \u2014 the Honebuto. It embodies Takaichi\u2019s long-standing preference for responsible fiscal expansion. Priority sectors include physical AI and robotics, semiconductors, digital technologies, and a more autonomous defense industrial base. The policy documents identifies roughly 25 special sectors and 64 projects. The target is \u00a5370 trillion in domestic investment through 2040, of which \u00a5250 trillion is to come from private sources.<\/p>\n\n\n\n

The document loosens traditional constraints. It reduces reliance on supplemental budgets, replaces the primary-balance surplus target with a looser sustainability goal, and removes ceilings on ministry requests for priority areas. Language affirming Bank of Japan independence was required.<\/p>\n\n\n\n

The yen closed the week at 163.85 after testing 164. It has remained above 160 for six weeks with no intervention. The Bank of Japan policy rate stands at 1 percent, the highest since 1995, while U.S. rates remain substantially higher. Trade Minister Yoji Akazawa described the renewed 12.5 percent U.S. Section 301 tariffs as \u201cregrettable,\u201d while noting that the 15 percent bilateral ceiling has not yet been breached.<\/p>\n\n\n\n

Security, Intelligence Launch, and Regional Pressure<\/strong><\/h3>\n\n\n\n

The National Intelligence Bureau formally launched on Friday. The National Intelligence Council held its first meeting under the Prime Minister\u2019s chairmanship. Appointment of a former National Police Agency official has raised quiet concerns that the post could become an NPA preserve.<\/p>\n\n\n\n
