Under Prime Ministers Kishida and now Ishiba, Tokyo is aggressively expanding its domestic arms industry, loosening postwar export bans, and redefining defense as an engine of economic security. These shifts are driven by China&#8217;s military assertiveness, U.S. pressure for alliance burden-sharing, and a growing awareness of supply chain vulnerability. Yet Japan must still navigate the legal and political limits imposed by Article 9 and a pacifist public wary of militarism. The result is a delicate balancing act: building defense autonomy without abandoning the doctrine of \u201cproactive pacifism\u201d that has defined the postwar era. Whether this balance holds will shape Japan\u2019s role in Asia\u2019s emerging security architecture\u2014and the future of its industrial base.<\/p>\n\n<p><strong>Boosting Defense Production &amp; Spending:<\/strong><\/p>\n\n<p>Under former Prime Minister Fumio Kishida, Japan launched an unprecedented defense build-up. Tokyo committed to doubling defense spending to 2% of GDP by 2027 (breaking its traditional 1%-of-GDP cap)\u00a0\u200b(<a href=\"https:\/\/english.kyodonews.net\/news\/2025\/03\/f7c521d3ff56-japan-us-defense-chiefs-meet-to-beef-up-alliance-amid-china-rise.html?phrase=Fumio%20Kishida%20&amp;words=#:~:text=The%20Japanese%20government%20decided%20in,around%201%20percent%20of%20GDP\" target=\"_blank\" rel=\"noreferrer noopener\">english.kyodonews.net<\/a>). More recently in June 2023, the Diet passed the\u00a0<em>Act on Enhancing Defense Production and Technology Bases<\/em>\u00a0to revitalize the ailing defense sector (\u200b<a href=\"https:\/\/centurionpartnersgroup.com\/japan-looks-to-revamp-defense-industry-after-years-of-downsizing\/#:~:text=In%20June%202023%2C%20Japan%E2%80%99s%20National,manufacturers%20and%20their%20supply%20chain\" target=\"_blank\" rel=\"noreferrer noopener\">centurionpartnersgroup.com<\/a>).<\/p>\n\n<p>This new law created mechanisms to inject capital into arms manufacturers and their suppliers, encouraging them to expand domestic production (e.g. shifting key components from foreign imports to local manufacturing) (\u200b<a href=\"https:\/\/centurionpartnersgroup.com\/japan-looks-to-revamp-defense-industry-after-years-of-downsizing\/#:~:text=For%20example%2C%20a%20company%20could,%E2%80%9D\" target=\"_blank\" rel=\"noreferrer noopener\">centurionpartnersgroup.com<\/a>). The Ministry of Defense can now directly support subcontractors to improve supply chain resilience and even offer inflation-adjusted contracts and better profit margins, addressing long-standing issues that drove companies out of the defense business\u00a0\u200b(<a href=\"https:\/\/centurionpartnersgroup.com\/japan-looks-to-revamp-defense-industry-after-years-of-downsizing\/#:~:text=Another%20key%20aspect%20of%20the,firms%20to%20leave%20the%20defense\" target=\"_blank\" rel=\"noreferrer noopener\">centurionpartnersgroup.com<\/a>).\u00a0<\/p>\n\n<p>These steps, continued under Prime Minister Shigeru Ishiba, aim to ensure Japan can produce advanced missiles, ships, and other equipment at home, reducing overreliance on foreign suppliers and possibly develop an export market. Notably, Japan\u2019s latest budgets fund stand-off strike weapons (like U.S.-made Tomahawk missiles and an extended-range Type-12 missile by Mitsubishi) to establish a domestic \u201ccounterstrike\u201d capability\u00a0\u200b(<a href=\"https:\/\/www.rusi.org\/explore-our-research\/publications\/commentary\/japans-defence-budget-surge-new-security-paradigm#:~:text=In%20particular%2C%20the%20Russo,addressing%20domestic%20and%20international%20implications\" target=\"_blank\" rel=\"noreferrer noopener\">rusi.org<\/a>\u200b).<\/p>\n\n<p><strong>Easing Arms Export Restrictions:\u00a0<\/strong><\/p>\n\n<p>Japan is also loosening its post-WWII restrictions on arms exports, a dramatic policy shift. In late 2023, Kishida\u2019s Cabinet revised the 2014 \u201cThree Principles\u201d on defense transfers to allow certain lethal weapon exports. For example, in December 2023, Japan approved\u00a0exporting\u00a0<em>Patriot PAC-2<\/em>\u00a0missile interceptors (produced under U.S. license in Japan) back to the United States, helping replace U.S. stocks sent to Ukraine\u200b\u00a0(<a href=\"https:\/\/www.voanews.com\/a\/understanding-japan-s-new-rules-on-lethal-weapons-exports\/7546747.html#:~:text=In%202014%2C%20it%20began%20to,Washington%20is%20sending%20to%20Ukraine\" target=\"_blank\" rel=\"noreferrer noopener\">voanews.com<\/a>). The NSS and related strategies emphasize that a resilient defense industry underpins national security and economic vitality (\u200b<a href=\"https:\/\/english.kyodonews.net\/news\/2024\/11\/62ffc0958d18-japan-to-draw-up-new-strategy-to-beef-up-defense-industry-exports.html#:~:text=The%20move%20is%20in%20line,defense%20capabilities%20themselves\" target=\"_blank\" rel=\"noreferrer noopener\">english.kyodonews.net<\/a>). In late 2024, the government (now led by Ishiba) began drafting a comprehensive National Defense Industry Strategy involving the defense and economy ministries (\u200b<a href=\"https:\/\/english.kyodonews.net\/news\/2024\/11\/62ffc0958d18-japan-to-draw-up-new-strategy-to-beef-up-defense-industry-exports.html#:~:text=Japan%20has%20started%20devising%20a,challenges%2C%20government%20sources%20said%20Friday\" target=\"_blank\" rel=\"noreferrer noopener\">english.kyodonews.net<\/a>). Chinese military spending and activities have expanded significantly \u2013 from routine incursions by Chinese ships around the Japanese-administered Senkaku Islands, to PLA drills around Taiwan and in the South China Sea. Beijing\u2019s rapid buildup of naval and missile forces has raised alarm in Tokyo\u00a0\u200b(<a href=\"https:\/\/english.kyodonews.net\/news\/2025\/03\/f7c521d3ff56-japan-us-defense-chiefs-meet-to-beef-up-alliance-amid-china-rise.html?phrase=Fumio%20Kishida%20&amp;words=#:~:text=Hegseth%20said%20the%20United%20States,including%20across%20the%20Taiwan%20Strait\" target=\"_blank\" rel=\"noreferrer noopener\">english.kyodonews.net<\/a>).<\/p>\n\n<p>Japan\u2019s 2022 NSS explicitly identified China as an\u00a0<em>\u201cunprecedented strategic challenge\u201d<\/em>\u00a0and North Korea\u2019s missile tests (including missiles flying over Japan) as immediate dangers. In response, Japan is enhancing its deterrence capabilities: acquiring long-range strike options and modernizing its Self-Defense Forces (SDF) to counterbalance China\u2019s military might. The defense industrial push enables Japan to field advanced systems (like the joint fighter and improved missiles) that deter adversaries by raising the costs of aggression. In essence, Tokyo seeks to reinforce a rules-based order in Asia by beefing up its own defense and helping like-minded nations bolster theirs. This outward-looking strategy marks a notable shift from Japan\u2019s past inward-focused defense posture. This is significant.<\/p>\n\n<p><strong>Alliance Expectations and Partnerships:\u00a0<\/strong><\/p>\n\n<p>Japan\u2019s moves also answer long-standing U.S. calls for it to shoulder a larger security role. Under the U.S.-Japan alliance, the American military has guaranteed Japan\u2019s defense for decades, but Washington has encouraged Japan to \u201cdo more\u201d as regional threats rise (\u200b<a href=\"https:\/\/english.kyodonews.net\/news\/2025\/03\/f7c521d3ff56-japan-us-defense-chiefs-meet-to-beef-up-alliance-amid-china-rise.html?phrase=Fumio%20Kishida%20&amp;words=#:~:text=While%20noting%20that%20,Japanese%20defense%20spending%20with%20Nakatani\" target=\"_blank\" rel=\"noreferrer noopener\">english.kyodonews.net<\/a>). The COVID-19 pandemic and Russia\u2019s invasion of Ukraine exposed global supply chain fragilities, prompting Tokyo to ensure it can sustain itself in a crisis. The war in Ukraine underscored the importance of robust domestic arms production and ammunition stockpiles\u200b(<a href=\"https:\/\/english.kyodonews.net\/news\/2024\/11\/62ffc0958d18-japan-to-draw-up-new-strategy-to-beef-up-defense-industry-exports.html#:~:text=Major%20global%20powers%20have%20renewed,of%20weapons%20and%20ammunition%20supplies\" target=\"_blank\" rel=\"noreferrer noopener\">english.kyodonews.net<\/a>).
